Before anything is written, each row is checked against the redirects your site already has, so a path that is already in use, a redirect that duplicates one you have, and a rule that would remove an existing redirect are all flagged while you can still change your mind. When the list looks right, the redirects are created directly on your site. There is no file to download, nothing to import, and no publish step.
