Is it possible to create a website that is primarily to be used on phones to help people find shelters during emergencies? A Super low bandwidth design would be optimal for this. Is this possible with the Wix structure? I am considering a desktop website for the shelters to manage their info and a second website for phones for the public to find the nearest shelter. Can this be designed under one web licence and domain name?

The short answer is: Yes.
Wix and Wix code is no different than any other website.
This means that you can make a desktop version and some mobile version.
Also, using Wix Code it should be pretty easy to accomplish.

Thank you for adding my first question. I’m creating a website to diplay shelter locations in an emergency. Each shelter will submit their own data. Is there an add on that limits each submitter to only be able to update their own shelters in the Database? I have the input form created, but need a way to limit people from being able to edit other people’s data. The only ADD On I found was a log in to limit which pages a person can see.
