The Sans Frontieres ("Without Borders") SIM is part of the Independent Simming Division of UCIP, which means that we have greater freedom to run plots as we see fit. We can even mention Section 31, if we like! Just remember that rumor has it that there is a covert Section 31 cell operating aboard our SIM right now, so those who reveal too much of that officially non-existent spy organization may mysteriously 'go missing.'
Our large mobile star base resembles a massive Starship or Aircraft carrier with a length of 1225 meters, a width of 427 meters, and a height of 171 meters, housing 30 decks. Although the through carrier design is not unique to the Federation, many of the features of this class variant are quite unique. She is designed to service, repair, or build any size ship in the fleet up to and including a Galaxy-class Starship. While in flight mode, the USS Sans Frontieres resembles a Super Carrier Starship, however, when performing her primary mission, the MSB Sans Frontieres is a Mobile Star Base of a revolutionary new design.
The mobile star base is roughly similar to the "science fictional"Battle-star Galactica, in terms of maintaining, repairing, and buildingfighters, but much larger in size and scope of support, while severelylimited in speed. At present, our mobile star base, while in flightmode, has a warp drive capability of Warp 5 for cruising and Warp 8only if absolutely necessary. With limited offensive capability, theSans Frontiers can repair other ships carried internally duringtransit, but her main value is in "setting anchor" and deployingportable space docks for repair and servicing of numerous ships.
Imagine moving a mobile star base under its own power, no tugs required, into position to support another Star Base, set up operations in a remote area like the Delta Quadrant, set up operations in a forward area in support of an offensive, moving upon occasion to support a long range exploratory mission, conduct a strategic retreat to continue repairing ships while not being over run by enemy forces, or clandestinely carrying a squadron of fully manned and combat ready Defiant-class warships into position for a surprise counterattack while our mobile star base has apparently been caught unawares behind enemy lines - the possibilities are endless! Commander Alexander Sexton, the Executive Officer of the USS/MSB SansFrontiers is also the Captain of the Soviergn - class USS Noble, whichserves as the dipolmatic Flag Ship to our Mobile Star Base. A Nova -III-class Command & Control variant starship, the USS Raphael (NCC -73517) and several other medium class vessels, is also available for away missions involving diplomatic relations, exploration and intelligence collection.

A Mobile Star Base allows you the ability to perform a few functions that would not be possible with your standard Star Base. A Mobile Star Base is basically a Command and Control center and ship manufacturing plant on the move. It can weigh anchor, and with its warp capability, it can travel to trouble spots and once there, unload all its vast cargo and personel on an area. Thereby giving Star Fleet a foot hold where ever she goes. So the finding of a worm hole that opened in the Gamma Quadrant connecting to the Delta Quadrant was a blessing in disguise for Star Fleet.
The Strategic importance of an Aerospacecraft Carrier Group in the Delta Quadrant could have untold advantages for the Federation. It could be used as a jump off point for our fight against the Vidiians, Borg and Species 8472, as well as a new outlet if you will for resources that are running out in the Alpha and Gamma Quadrants, such as iron ore and many other natural resources which we found can be escovated from planets in the Delta quadrant such as Mantis One, where we have set up a Colony and Outpost in direct support of the M.S.B. San Frontiers.
Star Fleet Intelligence has poured a considerable amount of support into this area. Not being too specific, the 333rd Logistics Command as well as, an as yet undetermined number of intelligence ships have entered the Quadrant and began operations. One major mission of Star Fleet Intelligence is to keep the L Class Planet of the 37's a secret for as long as humanly possible. Though Mantis One is set up to accomodate the Federation as a strong hold, being 30 years from home should the worm hole close has made it nessecary for Star Fleet to think long term. That's why they wanted a Ship like the Mobile Star Base in the Quadrant. To keep building ships, and make the Star Fleet presence larger and more self sufficient.
With the operatinal status of the Mantis Colony, and the ore and other raw materials found on Mantis One, the Federation effectively has a home away from home. So much so that Department of Justice on Earth has sent a Marshall to set up shop in the Quadrant in a bid to enforce Federation Starfleet law in and around the SF Colonies.

The Delta Quadrant is the common designation for one-quarter of the Milky Way Galaxy. Its boundary is defined by a meridian passing through the galactic core and the Sol System, and a second meridian 90° perpendicular at the core. Its closest point to Earth is located approximately 30,000 light years away. The Crux Arm of the galaxy is located in that quadrant, as are the stars or star clusters M14 and M80.
Humans were first planted in the Delta Quadrant by a race known as the Briori around the year 1937 as a form of slave labor. The slaves rebelled and their descendants built a new civilization on a Class L Planet. This region of the galaxy was first visited by Humans of their own free will when the USS Raven followed a Borg vessel into a trans warp conduit. The first Star Fleet mission into the Delta Quadrant occurred during an inspection of the Barzan Worm hole in 2366. Due to the immense distance between the Alpha and Delta Quadrants, an Intrepid Class star ship would take 30 years to reach the edges of the quadrant at its maximum warp velocity. Thank god we found a stable worm hole.
Although it was known to be home to the Borg, the Delta Quadrant had been wholly unexplored until word was received in 2374 from the lost USS Voyager Compressed messages from the ship, long presumed a casualty, detailed its accidental arrival there and travels homeward among cultures such as the Kazon sects, the Vidiians, Talaxans, Ocampa, the Hirogen, Species 8472 and, of course, the Borg.
