Many dogs in Star City do not have a home.
Through this website, the K-9 Advocacy group at Star City High School EAST wants to encourage people to adopt a dog from the Star City Dog Pound.

The Five Freedoms of Dogs in the Pound
1. Freedom from hunger and thirst
-Animals should always be given food and water
2. Freedom from discomfort
-Animals should be kept in a suitable environment and have a comfortable resting area.
3. Freedom from pain, injury, and disease
-Measures should be taken to maintain animal health. Sick or injured animals should receive treatment quickly when required.
4. Freedom to express normal behavior
-Housing, transportation, etc should provide enough space for normal behavior (exercise, lying down, ability to freely stand-up & turn around, etc)
5.Freedom from fear and distress
-Overall conditions, management and handling should not cause undue stress or anxiety

Sec 2 - It is unlawful to keep any vicious animal in the city limits.
Sec 3 - It is unlawful to keep more than 3 dogs and 3 cats over three months old within the city limits
Sec 4 - All animals 3 months old and older must be effectively immunized against rabies.
Sec 5 - All animals shall be confined with adequate fence or enclosure or shall be confined by a chain or leash affixed to collar.
Sec 7 - No dog shall be allowed to run at large within city limits
Sec 8 - Any animal running at large shall be taken into custody and be impounded in the city pound. Tagged animals shall be destroyed after 10 business days. Non tagged animals shall be destroyed after 5 calendar days.
Sec 9 - Reclaiming animal - $25 fee if vacacinated. $50 if not vaccinated.
Sec 12 - Excessive barking/howling - $25 for 1st offense. $50 for subsequent offenses.
Sec 14 - It is unlawful to abuse animals or permit the abuse through neglect, mistreatment, physical abuse, or failure to provide water, food or shelter
