Human Rights Discussion for RIGHTS 3 participants, sched and venue
On Sept. 17, rights advocates and families of victims of rights violations will be staging a national day of action at the Ninoy Aquino Monument in Quezon Ave. corner Timog Ave., Quezon City.
During the course of this wholeday activity, we will be holding a discussion intended for the RIGHTS 3 participants at around 5pm. The discussion will hopefully give the participants a concrete overview of the country's human rights situation from the point of view of the victims and their families.

HUMAN RIGHTS DISCUSSION AND EXTENDED DEADLINE FOR CONCEPT PROPOSALS
To fellow filmmakers, artists and human rights advocates,
We would like to inform everyone who have submitted their proposals and those still interested in participating in RIGHTS 3 that the deadline of submission of concept proposals is extended.
This is to accommodate other filmmakers who have yet to come up with film concepts due to limited references, background or inspiration from actual human rights cases.
In this regard, we will be holding a discussion on human rights this coming Sept. 15 _ 5PM (venue to be announced later) open to everyone participating in RIGHTS 3. Joining the discussion will be families of victims and human rights defenders.
To those who have submitted their concepts as early as July, we ask for your kind consideration.
The new schedule will be:
September 25: Deadline of submission of concept-proposals
October 5: Announcement of shortlist of selected proposals.

1. The entry should run for at least 30 seconds but not more than 60 seconds. It can tackle specific Human Rights Violations involving a person or an encompassing theme.
2. Filmmakers will be given the freedom to choose their topics covering the highlights of human rights violations under the 10-year regime of Gloria Arroyo up to the most recent cases, primarily on the countless cases of extrajudicial killings, enforced disappearances, as well as the subject of economic, political, and civil rights.
3. A human rights situation report and a lexicon of human rights violations prepared by KARAPATAN can be provided to serve as the filmmakers references. You can email us a request for such documents or you can visit the KARAPATAN website at karapatan.org.
4. The participants should submit a concept proposal of their film. The concept shall be shortlisted by a review committee composed of KARAPATAN officers, executive producers, and respected filmmakers. The committee will select 25 films based on their relevance to the theme. The deadline for submission of concept proposal is on September 25, 2010. 5. In the spirit of solidarity, filmmakers shall receive no form of honorarium for their films. Technical assistance in production and post production may be requested from the network. RIGHTS 3 will be shown in schools and other institutions to advance the campaign on human rights.
6. The primary mechanism for the exhibition of RIGHTS 3 is through public screenings. The compilation will also be available for free screening and download in the internet. DVD copies will be sold at minimal cost.
7. The target launching/premiere screening will be on the commemoration of Human Rights Week on December this year. The filmmakers must submit their entry / material on or before November 15, 2010.
For almost ten years, Gloria Macapagal-Arroyo's government perpetrated unimaginable
human rights violations throughout the country. It concluded its term with a bloody record of 1,205 extrajudicially killed, 206 missing, and 371 political prisoners (341 of whom were arrested during its term), excluding thousands of other cases of rights violations. Most of the victims are activists, government critics and innocent civilians accused by the military and the state of being communists or terrorists.

But the end of the Arroyo government did not, in any way, indicate an end to the atrocities.
The promise of change mouthed by the new Aquino administration could have given the Filipino people hope that the atrocities would end. Barely a month after it took office, six individuals were extrajudicially killed, three of them members of the progressive partylist group Bayan Muna.
It is clear that the struggle to defend human rights in the country should, and will continue,
as the fight for justice for all victims. Necessarily, efforts to expose these continuing atrocities must be intensified. For there is danger that the climate impunity worsens as the present administration exploits its popular electoral mandate. In his first SONA, the president and commander-in-chief refused to accept findings by local and international institutions stating that human rights violations are intricately connected to his armed forces' fascistic counter-insurgency policy.
Thus, in the spirit of vigilance and strong commitment to the advancement and protection of human rights, ST eXposure is producing the third installment of RIGHTS
RIGHTS is a pioneering compilation of independently produced and human rights themed short films/public service advertisements (PSAs). Initiated by Southern Tagalog Exposure and the Free Jonas Burgos Movement in 2007, RIGHTS exposes the incessant human rights hostilities in the Philippines. It is an open and continuing call for filmmakers to participate in the growing movement to defend and uphold human rights.
