In November 2008, the voters of Blaine County, Idaho, approved Proposition 1, the Land, Water and Wildlife Levy, establishing a two-year levy to protect natural resources and the quality of life valued by area residents. The ballot language for this levy included a requirement for a Levy Advisory Board (LAB) made up of local citizens to advise the Board of County Commissioners (BCC) on conservation and proposals and proper investment of the levy proceeds.
The purpose of LAB is to recommend to the BCC the highest and best use of the funds to achieve optimal conservation value and public benefits as well as a standardized and transparent process for the consideration for eligible expenditures.
The Levy Advisory Board is committed to creating a model program and an effective, efficient process in order to achieve the results voters expect and to provide the maximum public benefit with the funds available. The process of analyzing projects and spending the levy funds will be open and transparent.

Barb Acker has worked with the Hailey Parks and Lands Board, the Wood River Land Trust, Blaine County’s 2025 plan and numerous other conservation groups in Blaine County. Barb is an Orthodontic Technician for Payne and Howell Orthodontics.
Trent Jones, a partner with Hall and Hall Ranch Brokers and former employee of The Nature Conservancy where he specialized in conservation real estate transactions. Trent is a board member of the Wood River Land Trust and a former Hailey planning and zoning commissioner.
Wendy Pabich, President of Water Futures, Inc. a company providing technical and policy consulting services related to water, wastewater and waste-to-energy issues. Wendy received her PhD in Environmental Engineering from MIT.
Tom Page, current Chair, resident of Hailey, who has worked on land conservation, water quality, river recreation, access planning for a land trust in Eagle County, Colorado and for the Eagle River Watershed Council. Tom is currently a Board member of the Idaho Conservation League and member of numerous local conservation organizations.
Alan Reynolds, Secretary, former Blaine County planner and County Commissioner and a real estate broker in Blaine County. Alan is an avid recreational user and has extensive knowledge of land issues and land values.
Lili Simpson, current member of the Blaine County Planning and Zoning Commission, consultant for the BLM helping to organize public focus groups for the Travel and Recreation Plan, GPS expert and an avid conservationist.
Ben Sinnamon, Vice Chair, whose background is environmental law, land use and conservation finance. Ben is a Principal of Red Mountain Group specializing in land use, energy and environmental policy.
Trent Stumph, of Sawtooth Environmental consulting with over 17 years experience working in environmental conservation, riparian/wetland restoration, erosion control and habitat enhancement projects.
