Our Background
Proviso-Leyden Council for Community Action, Inc. (PLCCA) was established in 1968 by Bishop Dr. Claude Porter as a private, non-for-profit corporation to serve low-income residents in Cook County’s Proviso and Leyden Townships, the municipality of Norridge and the Chicago metropolitan area.
The Purpose of PLCCA is to promote community development and empower people with education, training and supportive services.
The Primary goal of PLCCA continues to be the enhancement, development and implementation of practical approaches of serving the low-income residents and the total community.
As a community action agency, we recognize the results that can be achieved when every facet of the community voluntarily joins together in a partnership to address common concerns. We firmly believe the end result of our efforts will mean a family and community largely self-reliant, self-determined and therefore self-sufficient.
PLCCA currently operates its 30+ assistance programs with an operating budget of approximately $8.7 million and maintains a total property value of approximately $9 million
Services provided are based on a commitment to two simple processes, helping people help themselves and community participation in PLCCA programs through volunteering.

Bishop Porter's list of accomplishments and personal achievements is lengthy and impressive. In 1968, he founded PLCCA, Inc. and became our Executive Director overseeing all aspects of the operation from management to financial. In 1975, Bishop Porter became our President and CEO and today serves as our Chairman and CEO.

Mr. Quas has served on the Board of Directors for PLCCA for a number of years, over which time he has made major contributions in service to the organization. Bishop Dr. Claude Porter made the decision in 2005 to offer the position of President of PLCCA to Mr. Quas based on his vast knowledge of business and compassion for the community. As President, Mr. Quas oversees some thirty plus programs and 5 divisions of the organization.
Proposed Uses of Funding:
The NSP2C will request funds to acquire approximately 100+ foreclosed single family homes and one-to-four unit abandon and vacant properties directly from financial institutions for the purpose of establishing a land bank. (Land banking refers to the purchase of real estate for use or resale at a later date.) These abandon and vacant foreclosed properties are currently referred to as toxic assets and have little or no value in current market conditions, other than having a direct extreme negative impact on neighborhoods in the Target Geography.The land bank will be held for the benefit of the Target Geography and for individuals and businesses from within the Target Geography. The effect of the land bank ensures the properties held by the land are developed according to standards, goals and objectives set forth and established by the NSP2C initiative, together with eliminating red-tape and bureaucracy when attempting to acquire land directly from local governmental agencies. In order to provide the greatest impact of community development and stabilization, NSP2C will acquire and assemble properties located in close proximity to each other. NSP2C will intentionally seek out neighborhoods where there are at least three (3) or more abandoned and vacant housing units are located in the same block.

NOTICE TO CITIZENS - SOLICITATION OF CITIZEN COMMENTS
Proviso-Leyden Council for Community Action, Inc. (PLCCA), as lead agency, and in collaboration with the International Pentecostal Assembly Ecumenical (IPAE) join forces to apply for government funding under a Notice of Fund Availability (NOFA) for the Neighborhood Stabilization Program 2 (NSP2) Under the American Recovery and Reinvestment Act of 2009. The PLCCA and IPAE initiative will be known as the West & South Suburban NSP Affordable Housing Collaborative (NSP2C). The requested funding will assist in revitalizing and stabilizing neighborhood devastated by the record numbers of foreclosed abandoned and vacant single family housing units sitting and actually deteriorating in communities where we live, work and pray. Abandon and vacant properties have always been thought of as liabilities: they are unsafe, they absorb precious private and public resources, and they inhibit true economic growth of residential, as well as commercial development. This collaboration permits PLCCA to reach out and assist its South Suburban partners with capacity building, together with expanding their joint affordable housing efforts in areas of greatest needs.
By publication of this Notice, the citizens of the Target Geography (as defined below) are advised of, together with given the opportunity to provide comments and/or complaints on the following proposed funding:
