Standard & Poor's Ratings Services lifted Peru's credit status a notch, saying it expects the new government to keep its policies flexible to support economic growth.The S&P upgrade comes as investors have grown more hopeful that the administration of the new president, Ollanta Humala, will follow market-friendly policies, at least at the start of the five-year mandate. Humala, a left-leaning nationalist who once promised to give the state greater sway over the economy, later moderated his policies before his election victory.Humala has made a number of appointments that financial markets have cheered, including reappointing Julio Velarde as the president of the Central Reserve Bank of Peru, and appointing orthodox economist Luis Miguel Castilla as finance minister.S&P now rates Peru at BBB, the second-lowest investment-grade credit status. Its stable outlook balances the country's success attracting gas and mining investments against political and external concerns."The government has emphasized its goal to promote social inclusion and has laid out plans to increase social and infrastructure spending as well as to boost public-sector wages," S&P analyst Richard Francis said. But he pointed out that the government has also tied much of the funding for such programs to increased revenue, particularly from the mining sector, suggesting it intends to use a more prudent fiscal approach to accomplish its social goals.The policy will allow the ratio of general government debt to GDP to decline over the next three years, S&P said, assuming the country's currency remains fairly stable.Earlier this month, Peruvian Prime Minister Salomon Lerner Ghitis said the government had reached an agreement with mining companies to increase tax collection by about 3 billion soles ($1.1 billion) a year. But he also said the increase in taxes won't affect competitiveness or investment plans in the mining sector, a linchpin of Peru's economic growth during the past decade.
