About Us
THE MUNICIPALITY OF PILAR
The first settlement of Pilar was located at the mouth of Sibala River. The first settlers were the people who tried to escape from the tyranny of Spaniards during the forced labor era. Due to the abundance of raw materials both from land and sea, the people engaged in themselves in industries and progress without the dominance and interference of the Spaniards. This kind of life went on for several years until they were discovered by the Spaniards. Eventually, they had to take refuge in the hills and caves of Balisong.
The Spaniards took control of the settlement and eventually forced the people to embrace the Catholic Religion. The original Patron Saint of Pilar given by the Spaniards was then the Nuestra Senora Del Pilar from where the town got its present name.
During the Spanish Regime, Sibala, as the former name of Pilar, was once a missionary and military outpost of Panay Island. In 1720, Barrio Aranguel became an independent municipality and sibala became a part of Aranguel. However, due to frequent Moro raids and poor programs and poor progress of Aranguel, it was reverted into a barrio in Pontevedra in 1750, and Sibala became a part of Pontevedra.
On October 29, 1865, when by decree of Governor Primo de Rivera, Sibala became an independent municipality with the official name of Pilar in honor of her Patron Saint Nuestra Senora del Pilar.
Pilar is one of the 16 municipalities in the Province of Capiz. It is the last municipality going east from Roxas City, the Capital City of the Province.
It is located in the Northern part of Panay facing Pilar Bay, the largest and the richest fishing ground in Western Visayas. It is the nearest point from the Island of Masbate and the Island of Roblom. There are more than five hundred (500) local fishing boats operating in the municipal waters of Pilar.
It is bounded on the north by Pilar Bay; on the South by Lemery and Sara of the Province of Iloilo, on the east by Carles and Balasan, Iloilo Province and on the west by President Roxas.

The Pre-Historic Rock formation in Pilar, Capiz including the Cave and sorroundings areas are classified as part of the Cretaceous (144 to 65 Million years ago). Sibala formation and over laying the Sibala Formatons is the Late Oligocence (28.5 to 23.8 million years ago) Pilar Limestone Cave Formation. The Sibala Formation (mountains) the secquence of basaltic of andesitic lava flows with interbeds of coarse pyroclasic rocks and fine tuff and sand stone. On the other hand, the Pilar Limestone Cave consist of recrystalized calcarenite and calcirudite grading into biocalcarenite and calsiciltite.
Based on the Modified Coronas Classification Scheme, the climate in Pilar, Capiz and adjacent municipalities is classified under Type III. It is characterized by not very pronounced maximum rain period, with a dry season lasting only from 1 to 3 months, either during the period from December to February or from March to May.
This will not only enhance the historical and cultural well-being of Pilar, Capiz but will greatly contribute to the attainment of one of the vision pillars of capiz which is to become the " Eco-cultural Tourism Hub in Central Philippines."

BATTLE OF BALISONG- This is performed during fiesta celebration of the town every May 29 - the foundation day of the Municipality of Pilar
A Narrative of the Historic Battle of Balisong
March 18, 1887, Pilareno revolutionaries lead by Aurelio Matillano; Jorge
Singson, Roman Bernas, Ramonito Bacli, Domingo Bonila, Jorge Dequina, Felimon Fuentes, and more or less one hundred and fifty others held a secret conference in Barangay Monteflor, Pilar, Capiz. Their purpose was to launch a rebellion against the Spanish authorities to assert their rights and regain their freedom.
In the middle of their conference, a messenger arrived and informed them that at that time, therewas a skirmish between the Spanish Casadores and the Filipino revolutionaries led by Gen Esteban D. Contreras in Pan-ay. Those present decided to go to Pan-ay to help their Filipino brothers fight against the Spaniards. On April 27, 1887, the Pilarenos arrived in Pan-ay. They were reluctant to joint the fight, because of their limited arms and ammunitions, but because of their burning spirit to attain freedom, they fought without reservation. After five days of fighting they exhausted their supply of ammunition, so they decided to go back to Pilar. Left behind were nine dead. Aurelio Matillano who was wounded in his left leg, was brought back home.
The camp in Monteflor was discovered by the Spanish authorities, so they decided to transfer it to Calupungan Hill in Barangay Balisong. They constructed huts and defense perimeter in case of attack by the enemies, Because of their low supplies of ammunition, they gathered stones as big as their fist. They positioned strategically their three cannons.

"Balisong Cave & Puting Bato Cave"
The Caves “the Balisong and the Puting Bato Cave”. Balisong is located on the left and the white one is in the right side of the road from Roxas City. Long ago when the Spaniard came to Pilar they planned to constructs roads but they didn’t even dare to divide the cave separately because they believed that it will cause jealousy, envy and competition among the people and the spirits concern. So instead of putting the road in between they made it in the costal area, this is a connecting road from Barangay Natividad to Barangay San Ramon and Barangay Casanayan.

"Hinulugan Falls"
The well known Hinulugan Falls of Baranagay Tabun-acan is one of the Tourist Destination of the Municipality of Pilar, where you can enjoy the cold and refreshing water. For the adventurers, hiking could be done going to its final destination of the falls, it takes 20-30 minutes to reach the top. There is a small chapel ( kilometer going to the falls) for the schedule mass and for those who would like to conduct retreat (by appointment basis).
