The Mexican-American Bar Association of Texas was founded in 1980. The purpose of the Association is to provide a forum and a means for lawyers to promote the social, economic and educational advancement of the people of Texas; to improve the opportunities for and promote recognition to the capabilities of Latino lawyers; to encourage its members to participate in pro-bono legal services; to speak on behalf of the Latino community on legal issues affecting the community; to promote a better understanding of the legal profession to the Latino community and the public; to serve the Latino populace as a professional association by providing services, assistance and advice on matters of legal concern to the community; to encourage respect for the judicial system in the pursuit of fairness, justice and equality; to work through legislation, advocacy and education to accomplish these goals; to provide a means to promote the professional development of its members; and to preserve high standards of integrity, honor and professional courtesy among Latino lawyers.

The Hispanic Bar Association of Austin ("HBAA") is an organization of Latino lawyers who volunteer their time and energy towards the betterment of the Hispanic community in central Texas. Its membership includes attorneys practicing in Austin and the surrounding areas, judges, legislators, lobbyists, government officials, law professors, law students and non-lawyers who join as associate members. The HBAA's goal is to foster and encourage the involvement of Austin's Latino lawyers in the local community.

Many years ago, a small group of Mexican-American Attorneys and Chicano Law Students would meet informally to discuss issues unique to the Spanish-speaking attorney. One April evening in 1972 in the Northside Barrio, a formal meeting was held to organize an association long overdue: Houston MABA. Houston MABA has established itself as one of the most effective, specialized bar associations of the State Bar of Texas. MABAH is a founding chapter of The Mexican-American Bar Association of Texas and was named Outstanding Chapter at the 1989 State Convention. It was one of the first Texas chapters of the Hispanic National Bar Association.

MABA-TX will consider endorsing:

-qualified attorneys for appointments to local, state and federal courts that exercise jurisdiction within the State of Texas

-qualified attorneys for election to state and federal courts that exercise jurisdiction within the State of Texas

-qualified attorneys to governmental attorney positions

-candidates vying for positions in national bar associations

-other persons for positions relevant to the mission of MABA-TX

MABA-TX reserves the right to decline, refuse to consider, qualify or take any other action with respect to any endorsement request. MABA-TX reserves the right to endorse more than one person with respect to a particular position or office.

Endorsement Committee: The Endorsement Committee shall be chaired by the President-Elect and shall additionally consist of the VP-Programs, the VP-Public Affairs and such other members as the Committee may elect to have from time to time.

Responsibilities of Committee: The Committee shall only consider individuals that meet the statutory requirements for the position sought (if any). The Committee may conduct due diligence to extent the Committee may require to assess the qualifications of an individual seeking an endorsement from MABA-TX. In conducting its due diligence, the Committee may interview the individual seeking the endorsement, review the individuals professional background, review the individuals legal opinions or writings, review copies of any application submitted to the governmental agency making the appointment, review copies of any other request for endorsement submitted to the American Bar Association or other bar association(s), check references, review documents submitted by the individual to MABA-TX, and conduct independent Internet research on the individual.

Procedures: Any person seeking the endorsement of MABA-TX may communicate his/her request to any MABA-TX Director or Committee member. The request will be reviewed by the Committee based on the criteria set forth below. After the review, the Committee shall forward a recommendation to the MABA-TX Board of Directors in the form of a report. The report shall contain the basis for the Committees recommendation and shall attach any documentation submitted by the individual seeking an endorsement. If the Committee recommends endorsement of the individual, the Committee shall additionally prepare and attach a proposed letter of endorsement for approval by MABA-TX Board of Directors.

The MABA-TX Board of Directors may accept or deny the Committees recommendation. If MABA-TX opts to endorse the individual, the MABA-TX Board of Directors shall consider the proposed letter of endorsement and may amend or modify it as the MABA-TX Board of Directors may elect. After the letter of endorsement is approved, MABA-TX President or his/her designee shall sign the letter and forward it to the individual seeking the endorsement of MABA-TX and such other persons as may be appropriate under the circumstances.

If MABA-TX declines to provide an endorsement, the MABA-TX President or his/her designee shall inform the individual in an appropriate manner.

Criteria for Endorsement: In deciding whether to endorse an individual, the Committee may consider the following factors:

1)Integrity, character, professional reputation;

2)Professional temperament;

3)Scholarship and publications;

4)Involvement and support of the Hispanic legal community, including MABA-TX membership;

5)Support and responsiveness to Hispanic issues, concerns, and needs;

6)Litigation, adjudicative, administrative or professional experience;

7)Commitment to equal opportunity and justice; and

8)Such other information as may be relevant to the position being sought.

Confidentiality: All information obtained during the endorsement process shall be held in strict confidence by the Committee and MABA-TX Board of Directors.

Expedited Endorsement: From time to time and for various reasons, MABA-TX Board of Directors may elect to act in the place of the Committee to expedite the endorsement process.

Call for Endorsements: In the event MABA-TX receives a request for endorsement and to the extent practicable, MABA-TX may announce that it is accepting requests for endorsement for the particular position. The announcement will direct interested individuals to contact the designated MABA-TX member by a date certain.

Attendance of Candidates at Meetings: MABA-TX invites candidates for elected office to attend general membership meetings. Upon a request in advance, candidates may be allowed to address the membership during the meeting.
