The Elk County Council on the Arts is dedicated to promoting the cultural enrichment of the residents of Elk County by expanding the opportunity for public participation in the arts.
The Council’s goal is to enhance the lives of county residents and the various local arts by offering experiences in the arts, providing educational opportunity and advice, and by supporting performers, musicians, artists, artisans and writers.

LOCAL ARTS EVENTS GRANT The Arts Event Grant application process has closed. Grantees will be notified of their grant amount by June 30, 2010.

GRANT AWARDS
PENNSYLVANIA PARTNERS IN THE ARTS
Pennsylvania Partners in the Arts (PPA) is a partnership between local organizations and the PCA. Now operating in all 67 counties in Pennsylvania, PPA re-grants funds to support a wide variety of local and community arts activities. Since its creation in 1996, PPA has demonstrated enormous success in achieving the PCA's mission and goals.
Pennsylvania Partners in the Arts Goals:
Expanding constituent access to the arts by (a) making arts programs available to communities that may have been underserved in the past by state arts funding, and (b) supporting a wide variety of arts activities in the community, developed in a variety of local settings.
The PPA offers two streams of funding opportunities:
Program Stream
Provides ongoing support to arts organizations and arts programs
Project Stream
Provides grants of up to $3,000 to eligible organizations or individuals to conduct arts projects. Applicants can identify their local partnership organization and view contact information by clicking here.

The PPA Program is administered by sixteen (16) regional partner organizations located across the state.
ECCOTA joined as a partner in 2007 and currently serves Armstrong, Butler, Clarion, Elk, Forest, Jefferson, McKean, Mercer and Venango counties.

HISTORY
The Elk County Council on the Arts had its beginning as an organization known as the Artists League of Elk County, founded by individuals interested in promoting and preserving the culture and art of the area. In 1984, the organization incorporated and its name was formally changed to the Elk County Council on the Arts. A board of thirteen members, representing each of the thirteen municipalities and townships, was implemented to channel local and state funds to individuals and groups endeavoring to promote the arts in Elk County. The first project funded was the Picture Lady Program, an art appreciation program serving the elementary schools of Elk County. In 1988, the Stackpole-Hall Foundation launched a five-year plan to distribute one million dollars in Elk County among six general areas of service. The Elk County Council on the Arts was asked to study the area of cultural development, and received the first grant from these monies. This funding provided the means for hiring a full-time executive director in 1989 and opening an office and gallery to promote and market the work of local artisans. Further support was obtained from human service programs and volunteers.
Although ECCOTA began publishing a newsletter in 1986, 1990 saw the publication of The Sylvan Review, a regional anthology of fiction, nonfiction, poetry and artwork, written and edited by area residents. By 1991, ECCOTA had outgrown its first facility and moved to larger quarters, where it could hold more classes and exhibits. One of ECCOTAs main functions at this point was to distribute grant and other monies to local organizations in support of programs that endeavored to bring cultural events into Elk County.
ECCOTA soon began scheduling performances from outside sources for the entertainment and enrichment of community residents. Past programs include international performers such as a Japanese Puppet Theater troupe, Andes Manta, African dancers and the world-renowned Peking Acrobats. National stars such as Riders in the Sky have also performed in ECCOTA programs. In the mid-90s, ECCOTA hosted an annual Big Band Sound night featuring great jazz groups such as the Tommy Dorsey Orchestra, the Glenn Miller Orchestra, the Carmen Mico Orchestra, and Guy Lombardos Royal Canadians. The arts council also began to sponsor bus trips to musicals, concerts, and other events to supplement their own programs. Although modern costs have forced the organization to raise prices from the original bus trip fee of $1, these trips remained popular for many years. ECCOTA contracted with the Elkwood Arts Program in 1994 to display and sell the handiwork of persons with disabilities. In 1995, ECCOTA implemented a series of classes designed to teach local artists how to create traditional crafts, produce them at home, and market them. These Cottage Industry classes were taught at the council offices and included batik, weaving, tile-making, paper making and calligraphy. In 1999, ECCOTA held a WoodzArt Celebration featuring a judged art show, craft displays and sales, music and demonstrations in the theme of the surrounding forest. In addition to these and many other classes, the council developed summer youth programs and classes with the help of college students whose employment was partially funded by the Pennsylvania Higher Education Assistance Agency and the Stackpole-Hall Foundation.
2005 saw the start of a Summer Concert Series in Elk County, which the arts council has remained very active in presenting and administering along with a committee of local officials. Our summer youth programming also continues to grow, developing from a week of Kids Art Classes to a full Summer Art Camp and, in summer 2008, a Summer Theater Camp.
ECCOTA has moved a total of five times since the first gallery, eventually settling at 237 Main Street in Ridgway, PA. The last move was due to a tragic water line break that flooded the previous gallery. With the help of the local community, ECCOTA was soon on its feet again in a new space that has become a very active sales gallery, classroom space, and community resource. In 2008, ECCOTA opened a second gallery spaced entitled ECCOTA Extended inside the Elk County Courthouse in Ridgway.
In recent years, ECCOTA has continued to support artists by administering grants such as the Local Government and Pennsylvania Partners in the Arts Project and Program Stream Grants. The arts council continues to seek funding for those who desire to support our motto of bringing the arts back home. Classes continue at the ECCOTA Gallery and other locations in many art areas and for many skill levels. The board and staff continue to look for new opportunities to bring the arts to the residents of Elk County.

ECCOTA currently employs one permanent full time Executive Director, a permanent part time Office Manager and temporary part time sales assistants.
Abbi Peters, Executive Director- Peters was born and raised in New Jersey, in 2000 after attending Kutztown Univeristy for Art Education and Fine Arts she moved to Los Angeles. In Los Angeles Peters gained broad administrative experience while working in the magazine, fashion and music accessories industries. In 2007 Peters and her husband, artist Charles Wish relocated to Ridgway after purchasing a Georgian Federal school house built in 1909. The couple continues to renovate the 6,000 square foot building that serves as their home, work studio and eventually a culutral library and work/live space for visiting artists. Peters joined ECCOTA as a member of the Board of Directors in September 2007, she sat on the Board until May 2008, when she stepped down from the Boardand was hired as the Executive Director to replace the former Executive Director Andi Willis.
Tina Clancy, Office Manager- Clancy was born and raised in Altoona, PA. A mother of three, her family was relocated to Ridgway from West Virgina in 2000. Clancy began working for ECCOTA in September 2007.has a background in customer service, sales and cafeteria management.
ECCOTA receives additional staff support through a part time training employee funded by the Pathstone'sSenior Training and Employment Servicesprogram. Pathstoneprovides work-based training and employment opportunities to low-income individuals aged 55 and older that will foster increased prospects for economic self-sufficiency.

ELK COUNTY SUMMER CONCERT SERIES COMMITTEE
The initial idea behind the Summer Concert Series was one of collaboration.
Local groups joining forces and resources to produce an event that not only provides free entertainment and enjoyment for the community; but also employment opportunities for local and regional musicians while increasing traffic at local businesses. Since its start in 2005 the Summer Concert Series has paid over $32,000 (and counting) in musician and technician fees.

the 2010 Visual Arts Camp
2010 CAMPS
ECCOTA's Visual Arts Camp theme this year is Discovering Master Artists. It will be held from June 21st to June 25th from 10:00 am to 3:00 pm at the St Marys Middle School. The camp is open to children entering grades 2-8.
The cost of the camp is $50 for the week, or $15 "a la carte" for each day ($20 for the trip to Erie Art Museum). Download an application by clicking the icon to the left.
Planned for Wednesday, June 23, is a trip to the Erie Art Museum, leaving at 8:00 am. Campers should bring a packed lunch, as well as water, for each day.
This year, under the direction of Mr. Jason Phipps, campers will participate in and perform the musical Dear Edwina! Junior.
The camp will last from June 7th to June 11th with performances on June 11th and June 12th at 7:00 pm at the Ridgway Area High School auditorium.
2010 FREE OR THREE CLASSES
All classes start at 2:00 p.m. and run 1-2 hours. They are free to members (non-members pay a nominal fee, $3).
Classes are instructed by ECCOTA interns, Elena Reed, a junior art education and art therapy major, and Adam Ferrari, a sophomore music education major, both at Mercyhurst College.

Tuesday 6/29 Fish Wind Sock (ages 6 & up)- Make a fish that will blow in the wind with an envelope and paint to hang in your yard. Well learn about painting techniques. (Ridgway)
Thursday 7/1 Draw With Your Ears (ages 10 & up)- Listen to music and draw or paint your own interpretation through analyzation of what you hear. We will learn about drawing and painting techniques as well as how people interpret music. (St. Marys)
Tuesday 7/6 Music & Games (ages 8 & up)- Learn how to become a better music reader, and practice with fun games. Will learn how to read musical notes in treble and bass clef. (Ridgway)
Thursday 7/8 Outer Space Creations (ages 13 & up)- Students will use splatter and wet on wet techniques with saran wrap to create a color palate from which to draw and cut out planets and land forms. Black oil pastels will be added for shadow effect along with white chalk for meteors and stars. (St. Marys)
Thursday 7/22 Concepts of Rhythm (ages 8 & up)- Learn how to write different rhythms and put them back together. Students will learn through fun, interactive games and techniques. (Johnsonburg)
Tuesday 7/27 Pierced Sun Catcher (ages 6 & up)- Using paint and a pushpin students will create an sun or star to hang in a window. They will be learning about colors and lighting techniques. (Ridgway)
Thursday 7/29 Depict What You Hear (ages 9 & up)- Students will listen to music and draw or paint an abstract picture according to what type of music they hear. We will be learning about different artists and composers. (Johnsonburg)
Tuesday 8/10 Rain Sticks (ages 5 & up)- Students will create rain sticks using different art mediums. Then, we will learn about sounds and types of music. (Ridgway)
Thursday 8/12 Tie-Dye a Shirt (ages 5 & up)- Students will bring their own t-shirts, made of cotton to be tie-dyed. We will learn different techniques of dying to make cool designs on our clothes. (Ridgway)
SUMMER EVENTS
There is a new time and location for ECCOTA's Anything Performance Show! It will be held Friday, June 25th starting at 5:00 p.m. before the Summer Concert Series Performance of SAMMY SLICKER AND THE BLACK JACKS. The new location is at the Fox Township stage. Performance artist ages 18 and under can come sing, dance, play music, read poetry, or perform in any way.
Call us at the ECCOTA gallery, 772-7051, and sign up in advance to guarantee a spot. Prizes will be awarded at the end of the show for the winners. Student performers and the audience are welcome and encouraged to stay for the Summer Concert Series performance at 6:30 p.m.
ECCOTA's Anything Art Show will be held Monday, July 5th, 2009 to Friday, July 9th, 2010 in the ECCOTA gallery. Artists ages 18 and under are eligible to participate. They may bring up to 3 pieces of original art work to be judged and have the chance to win a prize. Judging will be by age group with Peoples Choice and Best in Theme categories.
Drop off dates are Tuesday, June 29th, 2010 through Friday, July 2nd, 2010 during gallery hours, 10:00 a.m. to 7:00 p.m. Judging will take place on Friday, July 9th, 2010.
The ever-popular Sidewalk Chalk Art Contest returns to ECCOTA again this year. Pre-register or come in Saturday morning, ready to decorate a sidewalk square and compete to be the judges favorite. The judges will be any passers-by on the street that put change into the artists jars. The winner of the contest will receive a cash prize.
The Sidewalk Chalk Show will take place on Saturday, August 14th. It will begin at 10:00 a.m. and conclude at 12:00 p.m. Judging will take place immediately after from 12:00 to 1:00 p.m. This event is open to anyone in grades K-5.
SUMMER INTERNS MAKE A WORLD OF DIFFERENCE
Each summer ECCOTA is fortunate enough to recieve funding from PHEAA and the Stackpole-Hall Foundation to hire local college students as summer interns.
ECCOTA has made to the choice to dedicate our interns efforts toward providing quality summer programming for the youth of Elk County. Our interns plan, run and implement classes, camps and events all summer long. This year we decided to create the programming around the idea to "Explore More".
Our interns Lee Reed and Adam Ferrari have created a curriculum and events around the idea of exploring more. The exploration will lead students through sea, space, music, master artists and well, more.
