Welcome!
Welcome to the project site for the Astoria Transportation System Plan (TSP) Update! The purpose of this site is to help ensure that everyone in Astoria is informed about the effort to update of the City's TSP, and to provide opportunities to participate.
Here you will find information about the update process, a schedule of project events, and project documents as they are developed. You can also find a place to tell us what you think – and read what others have said - about different transportation issues around the City.
The website provides a forum for exchanging information about the TSP update. We will be updating the site regularly throughout the project, so please visit often. You can also sign up to receive email alerts when there is something new on this website.
The Astoria TSP Update Project
The existing TSP was adopted in 1999. This project will result in a new, updated plan for the City, along with implementing land use ordinances and a funding plan. The current TSP is over ten years old and is approaching the previously established planning horizon of 2016. This project will establish a new 2010 baseline and 2035 planning horizon.
The TSP Update will comply with new and/or amended federal, state, and local plans, policies, and regulations including the Oregon Transportation Plan (OTP), the state Transportation Planning Rule (TPR), the Oregon Highway Plan (OHP), and the Oregon Greenhouse Gas Reduction Initiative.

Why does Astoria need a TSP?
Transportation System Planning in Oregon is required by state law as one of the 19 statewide planning goals (Goal 12- Transportation) and implemented by the Transportation Planning Rule (TPR), OAR 660-012-0015.
What does the Transportation Planning Rule Require?
The TPR defines how to implement State Planning Goal 12. The TPR directs TSPs to integrate comprehensive plan land use with transportation needs, and to promote systems that serve statewide, regional and local transportation needs. These requirements aim to improve community livability by encouraging land use patterns and transportation systems that make it more convenient for people to walk, bicycle, use transit and drive less to meet their daily needs.
What must a TSP do?
-Provide consistency with state and regional plans
-Establish an efficient network of arterials / collectors
-Provide standards for layout, spacing, and connectivity of local streets
-Protect facilities and corridors for intended uses
-Provide public transportation services to meet basic needs
-Provide a network of sidewalks and bikeways linking key destinations
-Develop a finance program that is reasonably likely
-Develop implementing code and ordinances
