It was great to have a better voter turnout and we will have to work to get even more people interested for the next election. Three years seem to have gone by quickly as your elected representative. I've enjoyed working on many area & community issues. Many projects have been brought to completion during my term & I hope to have the opportunity to work on many more area issues, some of which are still in process. I have always been receptive to ideas and input and to that end you are always encouraged to call, email or come to an area C meeting. I will be updating my website regularly for those that may not have had time to be more involved or may not be on my email list for regular updates. To date my blog and now this website have all been self funded and updated with the help of my son.========================================================================What do you see as the primary role of the regional district government in your area, and what will be your role as electoral area director, if elected?First and foremost is to represent the residents that live in my electoral area on area issues. One of the good things about local government is that it is non partisan. That means that I can work directly for resident’s interest without any particular party interest to cloud the issues. Sometimes area residents think that I work directly for the FVRD, but my role is to represent residents concerns and advocate for them to the FVRD. That can includes broader FVRD resident interests as it does with many full board decisions. I only represent 1 vote at the board level so I can’t always achieve what my area residents want. Making sure that my area residents are well informed has been important to me and can help toward making the process more democratic. If more people have timely information, it is easier for me to get feedback in time to effectively work on their behalf. Sometimes other levels of government can prevail over local issues and government. In many cases I advocate on behalf of residents and often suggest resolutions for policy changes needed. Looking at the bigger picture of the cause and effects of past decisions and of those being considered, can go a long ways towards ensuring better decisions for a more sustainable, healthier and affordable future for area residents.Wendy BalesArea C DirectorFVRD========================================================================Here are a few Area C updates:More Affordable Building standards and permit changes that are being worked on: The FVRD plans to Geotech whole community areas so that in many cases you won’t need to always have to pay for expensive professional consultants. This will pinpoint areas that may still need more study but will eliminate a lot of costs for most. They have already done Yale and Hemlock Valley and will be doing the Lake Errock area as well as Popkin in 2012. Because of the expense, doing most of the FVRD communities will have to be done over a 5 year period. We are working on changing building standards so that you won’t need engineers and geotechs for most non-habitable buildings. That may happen within the next year or so, as it is well under way. Since it is often very hard for the average home owners to get engineers, hydrologists and geologists, I am also personally advocating for the FVRD to look into the cost of having the choice of an in house engineer/geologist… as an alternative choice to a private consultant (I started bringing this up in 2009 but as with most major changes and limited staff time, it takes awhile to get onto the priority list). Every year along with a finance review we have to also work on the priorities for the next year. Often with the limited staff time there are some that didn’t make it on the year before...I personally believe that some of these changes could be a boost for the economy, as pre-building and renovating costs can often stifle moving forward with plans. Abbotsford’s Motion to ask the province to leave the FVRD; actually started quite a while ago in closed door meetings. That spurred on a whole equity for services review at the FVRD. As a result over 7 hundred thousand was reduced out of regular services costs. A lot of that was done by not replacing staff that retired or left for other reasons. Another change was that committees were incorporated into one which saved on staff time. Although it is a good and necessary time to be saving on tax dollars, it will reduce staff and director’s committee time to review things, so I hope that will not end up being a future problem or that things will not be delayed by too much more in time. Some of the above changes with building standards should help a bit for saving staff time once they have gone through.Hemlock’s Avalanche Report is almost complete and is expected to be available to the public in January. Meetings are planned with agencies of concern as well as an information meeting with residents that live in the affect areaBelow is a motion that I had passed at the Electoral Areas Committee, although I had already asked for an unofficial review of park fees and taxing which was well under way. The parcel tax change was already passed but we are also looking at other reductions. More reductions will come off the service fees as well as other reviews for savings. MOTION FOR CONSIDERATIONThat staff be requested to undertake a taxation and service review of the Morris Valley Linear Park and Eagle Point Community Park and report back to CARSC as to findings with respect to service delivery and servicing costs since the time these parks were established and administered by the FVRD.I would further request that a review committee comprised of representatives of the neighborhoods that comprise the service area as well as the Parks and Finance department of the FVRD be established to look at future options for taxation, park status and maintenance.Clothing and Food Drives. Last year I started a clothing drive for the community as well as broader awareness for the Deroche School’s Breakfast Club which the people have donated generously to as a result. I recently had a first meeting with Lesa Lacey who co-ordinated some others in the community and PAC people at the Deroche school to set up a food in a backpack program for kids in need to be able to take food home on the weekend… You will be hearing more about that soon, as a fundraiser is being planned. The program is being organized now, but I am sure that any non-perishable food items would be welcome especially for Christmas. See the above program attached that Lesa Lacey is spearheading and stay tuned for future fund or food raising events that a group of us will be helping with. Thank-you Lesa Lacey for organizing this! Well fed kids make better students and in the end a more productive community and society.Also from Deroche school.We have gone through the clothes this round and noticed that the adult clothes did not get picked up as well as the children’s. Our pre-school clothes and winter clothes were gone in a blink. Parents are especially asking for winter coats, boots, mitts and hats. The 9-10 year olds really looked at shirts, hoodies and sweaters.Thanks for any help with that! Get in touch with me if you have a drop off so as not to interrupt too much school class time…Wendy: 604-820-145The Coring study of Lake Errock should also be complete by January, and I hope that there can be a community meeting to review the findings. Early results show that there is more magnetic (or mineral content) in the core samples close to a creek outlet that flows into the lake. A recent DFO report confirms the siltation run-off into the spawning channel into Lake Errock when I had them come out for a look at which I was present and took some very visual pictures of.The Dust Canister study results are back and although it was a limited study period it does show a bigger difference in content in one location near the center of the North Lake Errock area. I think that more study should be done as a result, to get a better average over a longer period and in a few more locations of area C. I did ask through an official Board request to request that Fraser Health do a study, but they did not want to take it on. I have enjoyed working for you with all the variety the position encompasses.”Over the last three years I have worked diligently for you, the residents of Area C.I didn’t go in as a polished politician but as someone who cares a lot about our area. I have grown a lot with the job but I think that the most important things that I have given to the job have been my honesty, integrity, hard work, responding to communities concerns that have been brought forth and keeping an open mind. I have completed and accomplished many things as well as the many more things that are in process.I keep on top of many current events and do countless hours of research so that I am able to look at the bigger picture and long term concerns.I have very diverse communities and so I realize that not one size fits all. I have always tried to work on behalf of what the majority of an area wants and that is why it is important for residents to speak up. I have encouraged area feedback and open area meetings.Thanks to the many community members for their kind words, encouragement that makes it worthwhile! I also want to thank the huge contributions of community volunteers that have made our area a better place to live!As your elected representative I have volunteered to work on committees that include:· The Provincial Partnership Committee, (for the Water Act, Agriculture and Species at Risk)· Treaty Advisory Committee; to build better friendships while respecting First Nations rights to self govern.· Environment Committee; (very important to sustainable economies).· Agriculture Advisory Committee; important for encouraging sustainable food security close to home.· On the Aggregate Pilot Project committee; I have advocated seeking appropriate places for gravel operations, setting sustainable limits, watershed protection, fair and better regulating, road safety, community health, compensation for property owners, reclamation, enforcement and much more.------------------------------------------------------------------------------------------------------Other volunteer work;· I have also spent many hours attending extra forums on Water and the Water Act, Waste to Energy, Transportation forums, Sustainable development forums, as well as Agriculture improvements forums, and many others.· I have written 6 resolutions to the higher governments to effect important policy changes.· Attended an inquiry commission for Freedom of Information, as well as advocating for better FOI policies in local government· Started a clothing drive for the local schools· Lobbied to save the Deroche School· Facilitated awareness of the Deroche School’s Breakfast Club, sponsored a school field trip, and I am working with a committee of residents for an extra weekend food program.· Advocated for the FVRD to change building permit standards required for most non-habitable buildings, which is well under way.· Advocated for area geotechs studies for the FVRD to facilitate affordable building permitting. Hemlock was recently done and Lake Errock is slated for 2012· I have advocated for affordable housing, but believe that there is a need to build with newer water, septic and energy conservation standards in mind.· I have promoted area tourism, the Eagle Fest, community events and businesses. www.areacfv.com· Hemlock Valley: facilitated the OCP and Bylaw update, a 20 thousand dollar MOTI avalanche study grant, saving property values and densities while solutions for compensation are being worked on· North Lake Errock: saw the new water system completed last year.· Morris Valley Community Park, Rivers Reach, Eagles Point, and Harrison Lane will be going to a parcel tax system for park taxes in 2012. Further reductions from service fees are being worked on as well as other ways to be able to reduce fees.· Harrison Mills: advocated through staff paving the forestry road to the transfer station.· North Lake Errock: facilitated the “Stop the Train Whistle Campaign”.· Researched busing possibilities in 2009.· Researched animal service for the area------------------------------------------------------------------------------------------------------------------------------ Grants that I have facilitated * Harrison Mills Regional Association: facilitated a startup grant. * For Hemlock Valley Home Owners and clean-up grant, also a $20,000.00 grant from MOTI in order to do a more complete avalanche study. * South Lake Errock Landowners Society: facilitated grants for park and lake enhancement. * North Lake Errock grant-in-aid for annual picnic, lake weeding, and cleanup. * Tapadera: facilitated a grant for a defibulator * Dust canisters grant to concerned Area C residents. * Lake Errock Core Sample study to evaluate pollutants. * Grant for In-Shuck-ch Days. * ACES grant-in-aid for environmental and social issues. * Grant for Deroche school food program. * A small Knotweed grant for Harrison Mills I am grateful to the FVRD’s very competent staff and planners, for the help on many things!

(Proponent) is proposing to construct and operate three waterpower projects on Tretheway Creek, Shovel Creek and Big Silver Creek in the vicinity of Harrison Lake, BC (proposed Projects). Residents from Lake Errock and area will rally Wednesday, November 16 at 10am on the Lougheed Highway in Lake Errock to show their love for the eagles and salmon that live there and for the watershed that sustains them all. Some feathered and scaly friends may be on hand to greet the press. The area is home to countless salmon bearing streams that flow into the Harrison River then down to the Fraser. The trees are filled with eagles beginning in mid-November as up to 1,200 bald eagles return to feed on the salmon that have come to spawn. According to The Fraser Valley Bald Eagle Festival Society, the area is “North America’s third largest gathering of bald eagles….The estuary is also home to incredible wildlife such as trumpeter swans, ducks, seal, bear, coyote, deer and the great white sturgeon.” Those who live in the area can certainly attest to the abundance of both salmon and eagles and other wildlife. Lake Errock is an enclave of about 200 homes nestled on the shores of the lake. A salmon bearing creek runs out of the north east end of the lake into the Harrison River. Residents have been actively working to keep this habitat safe. Of cause for concerns is the proliferation of “Conflict Gravel” mines that are destroying irreplaceable salmon and other fish-bearing creeks and streams. Residents are extremely concerned about the risks to wildlife habitat and public health if mining is allowed to expand in the area any further.
