Leave nothing to chance
Have you ever thought about what you’d do if today was the last day of your life? |There may be an endless list of things different people would like to do for their last day but I’m sure, all of us would like to a prolong our lives to the last possible minute.
But on most days, we like living fast. We do everything through shortcuts with no regard to what can happen because we skipped some seemingly trivial but vital steps in our work: office employees rush to submit papers and neglect proofreading; in the hurry to beat the lunch hour, chefs and cooks forego cleaning the utensils before they use it on the food; construction labourers dash to the skyscrapers they are building and miss out on checking if their harnesses are good enough to get them through another day, or worse, chose not to wear them at all.
There are also business owners who chose to cut on costs and leave the protection of their workers to chance. In the interest of saving on their expenses they omit providing their workers with proper training and protective equipment and end up with lost workdays and more disastrous consequences such as dead and injured workers.
In this issue we chose to take a look at prevention of accidents in the construction industry. For decades, the OSHC has been working hard at training as many people possible on construction safety and in the recent years, the trainings we have conducted have increased to more than 100%. And yet, injuries and fatalities continue to rise in the construction industry. Who can forget the ton tragedy that claimed many lives? The collapsed Eton Centris building? Or the string of other construction accidents that occurred in the first quarter of 2011?
Many people say that Murphy’s Law (everything that can go wrong will go wrong) is at work when accidents happen but I believe most accidents in the workplace happen because people neglect to respond to unsafe conditions and commit unsafe acts.
The accidents mentioned above could have been prevented had the workers, contractors and company owners followed the Occupational Safety and Health Standards and the Guidelines Governing Occupational Safety and Health in the Construction Industry or DOLE Department Order No. 13. There are around two million construction workers in the Philippines all of whom are exposed to the hazardous nature of the construction industry. Studies show that some construction projects do not have safety programs and unsafe conditions such as improper construction of ladders, scaffoldings and stairs abound. The Gawad Kaligtasan at Kalusugan (GKK) is a national award given by the Department of Labor and Employment (DOLE) in recognition of outstanding achievements of establishments and individuals in terms of responding to the safety and health needs of workers, workplaces and community.
The GKK is a component of the Zero Accident Program (ZAP), one of the flagship programs of the DOLE.
The "best of the best" - exemplary establishments and individuals will be lauded with a Presidential Award, a Labor Secretary's Award and Special Recognition for their commendable achievements.
This trophy, which will be awarded to exemplary establishments and individuals, is a masterpiece by the internationally acclaimed and multi-awarded artist Ramon Orlina. With his keen awareness of the human spirit, he fashioned a priceless memento that depicts the workers' solidarity and strength. The subtle green hues intrinsic to the glass is also the color of safety, making the trophy a reminder that safety should be a fundamental aspect, an essential part in the work culture of both employees and employers.
The interplay of volume and void and the light trapped in the facets of glass in this fist-shaped trophy is representative of the inspiration and persistence of OSH advocates to continuously put to the fore the safety and health of workers and the integration of the components of the Zero Accident Program-advocacy, compliance, training, networks and productivity link-ups in each and every workplace.

7th Gawad Kaligtasan at Kalusugan
Out of 51 entries from various industries for the prestigious Gawad Kaligtasan at Kalusugan (GKK), 16 establishments and 12 individuals from the manufacturing, power plant, fuel distribution, telecommunications, consultancy, finance and service industries have qualified for the final judging to be held on September 16, 2010.
Winners in both the individual and establishment categories will receive specially crafted trophies for the Presidential Award, Labor Secretary’s Award and Special Recognition. An entry from the informal sector will also be receiving a special citation.
Representatives from the Department of Labor and Employment (DOLE), partner organizations of OSHC, unions, employer and employee groups, and the academe will serve as judges to determine this year’s GKK winners.
Now on its 7th year, the GKK is a national award given every two years by the Department of Labor and Employment (DOLE) in recognition of outstanding achievements and best practices of establishments and individuals on safety control and emergency preparedness; industrial hygiene and occupational health programs; environmental protection, community relations and social accountability programs; capability building on occupational safety and health (OSH); OSH management system and international safety rating systems; and OSH indicators and green productivity. The GKK is a component of the Zero Accident Program, one of the flagship programs of DOLE spearheaded by the OSHC.
The awarding ceremony will be held at the Occupational Safety and Health Center in Quezon City on October 14, 2010 to be followed by the 12th National Safety and Health Congress, a convention of OSH practitioners who will share research papers, posters, photos, documentary films and OSH products.

With the rapidly changing economy and emergency of new hazards and risks in the workplace brought about by technological innovation, the Occupational Safety and Health Center is grateful for the support of the Occupational Safety and Health Networks and the Department Of Labor and Employment (DOLE) Regional Offices in championing the cause of occupational safety and health (OSH)where we have been continuously reaping substantial gains.
The First National Zero Accident Program Conference in 2009 proved to be a success because it intensified the advocacy of making OSH accessible to workers in all areas of the country through the regional OSH networks. Eleven out of 16 regions have established their OSH networks and are implementing their programs and activities.
The DOLE Regional Office VI and OSHNET VI held the Regional Zero Accident Program Conference in December 2009 and the first Western Visayas OSH Summit in March of this year.
In cooperation with the ZamPen and CARAGA OSH Nets and the DOLE offices in those regions, We were able to hold Basic Occupational Safety and Health (BOSH) and Construction Safety Trainings (CST) in Zamboanga and Butuan. DOLE Regional Office IX Director Ponciano M. Ligutom also represented the DOLE in the Third ASEAN OSH Summit held last February 11-14 in Luan Prabang, Lao.
There is a huge demand for OSH trainings and we have tirpled our efforts in reaching as many workers as we can. As of present year, we have already been able to conduct 19 batches of BOSH and 8 batches of CST benefitting more than 1,000 participants and 842 companies. We have also been periodically holding 32 other different trainings raising the total number of workers benefitted to 5,042.
Early this year, we were faced with the surge in HIV/AIDS cases in the country and we have tripled our efforts in conducting trainings that include information on HIV/AIDS prevention and control.
This however is not enough. There are millions more waiting to learn about safety and health at work and we cannot do it alone. We are counting on all the OSH Networks and their partners to help us reach our goal of zero accident and healthy workplaces for all workers.

ILO Convention 187
ILO 187 aims to ensure that a higher priority is given to OSH in national agendas and to foster political commitments in a tripartite context for the improvement of working conditions and environment. To achieve these, ILO 187 endoreses the estbalishment of a natinal policy, national system and national program on OSH. To date, ILO Convention has been ratified in nine countries and we are hoping to join the list with the belief that it will facilitate the integration of the country's OSH policies, systems and programs into a single national framework for coherent actions at all levels.
We have begun the ratification process during the celebration of the World Day for Safety in 2008 where the participants signed a resolution supporting the ratification of the said Convention. There are already legislations in place but there is a gap in the harmonized implementation structure.
The DOLE has been carrying a national OSH program, since 1996. Sprearheaded by OSHC, the Zero Accident Program (ZAP) is a long term strategy to promote safety and health of Filipino workers through multi-sectoral collaboration among government, labor and employers' sectors, non-government organizations, the academe and professional groups. It integrates advocacy, capability building, institutional networking and productivity link-ups. National regional and multi-sectoral consultations and inter-agency meetings are continuosuly being conducted and last year, we were able to hold the first National ZAP Conference which was attended by 170 participants from diferent sectors in the regions.
In the said conference, we were able to lay the groundwork for the establishment of regional OSH networks. And true to the commitment they signed in October 27, 2009, all 16 regions through the facilitation of DOLE Regional Offices now have their OSH Networks and they are now planning their own programs and activities to address the dire need for OSH information and services. These networks are envisioned to be the national structure that will aid the implementatin of ILO Convention 187.

The Occupational Safety and Health Center (OSHC) together with its partners held the first National Zero Accident Program (ZAP) Conference last October 26-27, 2009 at the OSHC main office in Quezon City to lay the groundwork for the establishment of regional Occupational Safety and Health (OSH) networks. These networks will serve as the conduit between and among organizations, societies, professional groups and the government for information dissemination, advocacy activities and technical services.
